Pandawan Lagoon is a small, sheltered lagoon system in the Philippines characterized by a narrow northeast-southwest channel connecting inland water bodies to open ocean. The coastline orientation faces northeast, with shallow protected waters constrained by agricultural ponds and aquaculture operations visible on satellite imagery. The lagoon is bounded by a sandy spit and reef formations that create a naturally enclosed water body with limited fetch. Best wind conditions would be from the northwest (315°) to achieve side-shore alignment parallel to the channel entrance. This spot experiences extremely low wind reliability (0.3%) with modest average wind speeds (4.5 knots) and minimal swell generation, making conditions marginal for consistent kitesurfing. The shallow, enclosed nature suits only beginner-level progression in rare favorable wind windows. Strong currents from the river mouth present management challenges. Limited space and obstacles make this location better suited for light-wind practice rather than skill development. Access appears feasible via the coastal settlement visible on the eastern shore.
